Themes - Rating

Just curious how the sort by Rating function works on the Theme list. Does it sort on straight Rating? or is it a combination of factors like total Rating points, # of Ratings, downloads, etc?
Sometimes I see a theme with one 5-star rating & 5-10 downloads at the top of the list. Then when I download the theme it turns out to be very poorly designed. My assumption is the theme was rated 5 by its author and no one else.

Yes, I complained about this very thing in the new feature section. The themes browser is due for an overhaul eventually, but for right now the focus is on bug fixes in the actual home screen replacement and the edit mode.

Oh I totally agree... I was more curious as to how it currently functions. It doesn't look to be purely based on Rating as some themes with one 5-star rating show up while others with multiple 5-star ratings don't show up at all.
