Hi all, i have a question ( maybe a stupid one): it is possible to make a theme on your pc using a software or something and after this to upload in your phone and here?...thx

You can use the emulator that comes with the android SDK and install sweeter home on it.
Other then that, not really. The file is simply an xml file, so you can manually edit it, but only if you know all the tags (it's pure text). I've modified them this way, but building from the ground up would be tough.
