Description
There is an issue regarding adding applications to a scrolling Action Tray.
When there is a scrolling action tray, adding applications becomes difficult with the press and hold method. After scrolling to expose whitespace on the tray the press and hold method doesn't bring up the popup menu like it normally would. You have to press and hold on a small area of the corner of the action tray. This affects vertical and horizontal scrolling. Drag and drop method works normally.
A workaround to this might be to add a new option to either layout mode or normal operation called "quick add" (or similar). In this mode you could display small "+" signs near each action tray which, when pressed, would bring up the popup menu for adding shortcuts, applications, etc. This would not only speed up adding multiple apps to a tray, but would solve the issue mentioned above.

I have had this problem as well.
A temporary work around it to enter layout mode, make the app tray larger, exit layout mode, add your apps, then re-enter layout mode, resize, and exit layout mode.
Sounds like it would take a long time. But, once you do it once, it only takes a moment.

While this works on shorter scrolling action trays, In the case of a scrolling action tray that has more apps than can physically fit on the screen, that method becomes ineffective. I have preferred to create another action tray to add items to and then drag and drop from one to the other. This is quick and avoids the problem I mentioned. But ultimately this is a bug that should be fixed

Suggestion:
Currently, we can remove an app shortcut by a long press on the icon, we receive a vibration and we can drag the icon off - thus, deleting the icon. In addition, we can long press a blank area of the tray and have the option to add whatever we want.
How about integrating the two options. When one long presses anywhere in the tray one receives the option to delete or add a shortcut. If "delete" is chosen we then get to choose which shortcut to delete (similar to the add shortcut menu - but, only displaying the apps currently in the tray). If "add" is chosen we go to the current add shortcut menu.
This could also be used in the application grid which would take care of Feature request #121.

Just to clarify - with my above suggestion the long press anywhere in the tray includes long pressing over an icon. Instead of the icon "buzzing" and the user being able to drag the icon off the tray the option to add/delete would pop up.
